Just to discuss the issue because they (the people of Idinthakarai) live very close to the Kudankulam plant. When we went there, there were thousands of people. They asked us to do something. The debate over nuclear energy will go on, but the issue with the Kudankulam Nuclear Power Plant (KKNPP) is one of the several illegalities on which it is founded. In 1988, India inked the Koodankulam Nuclear Power Plant deal with the former Soviet Union.
The Kudankulam case is a textbook example of such a propensity. In such circumstances, the Court heavily relies on the provisioning of monetary or other physical benefits to those adversely affected by such violations so as to provide some modicum of reparative relief as against restitutive forms of justice.
The Nuclear Power Corporation of India Limited (NPCIL) started construction of two 1000 MWe VVER reactor at Kudankulam in Tamil Nadu in 2002. On 31 Dec 2014, 26 months after the initial fuel loading, the NPCIL declared the commissioning of the first reactor completed, without the consent of the regulator, as it could not clear the mandatory tests.
As the local people determinedly continue to resist the commissioning of the Kudankulam reactors, the statements of the nuclear establishment have acquired a desperate edge.. (“Special Essay,” November 6). Issue of liability is the test.
